Though the Hoshikage isn't recognized by the five great Shinobi Countries, they are organized and have a rich enough history to deserve mention. However, the Third Hoshikage is, by far, the weakest Kage. While he was strong enough to lead a powerful village, he completely didn't notice and was overpowered by his successor's plot to overthrow him.
Of course, it doesn't help that he doesn't even have a given name in the anime. Father of the fifth Kazekage, Rasa dug his own grave with unsavory dealings and horrible parenting. Rasa happily used his youngest son as a weapon, making him the jinchuriki of the One-Tailed Beast as a child. While Rasa was a master of Gold Dust, his decision to make Gaara a monster overshadowed that ability. Worse, trying to solve the problem by assassinating Gaara only made things worse.
Eventually, Rasa turned to plots with Orochimaru, which led him to his grave. Like many of the second Kage, A worked hard to maintain the peace and unity his predecessor built. Along with keeping the village at peace, he wanted to remain on good terms with the other Hidden Villages. While his abilities are a mystery in Naruto , his tenure as Raikage was largely uneventful. A kept the status quo, but didn't really add anything of his own to the village.
Spending many years as the first Raikage's body guard, he probably just wanted his friend's vision to remain intact, even if it left him unremarkable.
Not the prettiest man, Byakuren was the first ninja to unite the warriors in the Land of Water. Creating Kirigakure, he united his people. However, he also kept his village isolated.
Byakuren was a cautious man and distrusted the other ninja, leaving Kirikagure very mysterious to other leaders. Though this protected them from infighting, this seclusion eventually helped lead to the barbaric practices of the Bloody Mist era. Founder of Kumogakure, the young first Raikage did everything in his power to keep his village protected.
Unlike many of the other aggressive Kage, he was even willing to give away lands for loyalty and protection. While not one to flex his powers, he was pragmatic and effective. When war took his life, he only entrusted his long-time bodyguard, who also deeply believed in protecting Kumogakure, with the Kage position. Anyone strong enough to unite and keep a country together deserves to be recognized.
Clearly, though, he relied more on intelligence and diplomacy over strength. When the first Mizukage went to meet with the other nations, his bodyguard was the serious future third Mizukage. As far as Naruto and Konoha knew, the third Mizukage was even more isolated than his predecessors. After village meetings and the violent history of the second Mizukage, this Kage kept Kirigakure more secluded than ever. While the third Mizukage pulled the village back together, he only made their isolationism worsen.
Far worse, he facilitated the vicious graduation rituals that led to Yagura, a powerful and terrible Mizukage. Unlike many other Kage, Shamon's greatest feats don't come from power or strategy. The second Kazekage was the first person to seriously research improving the power of the tailed beasts.
He also developed ninjutsu into his own style, using puppets, which is used by Sunagakure ninja to this day. Once the bodyguard of the first Kazekage, fans have to assume the guy was pretty powerful. However, he altered the world a lot more in the legacy he left for his village. Awakened tailed beasts and puppets became unique assets of their town. Within a natural stronghold of mountains and rockface, Ishikawa founded Iwagakure, the Hidden Village in the Land of Earth.
The town has wonderful defensive capabilities, something its people are very proud of. As the village's leader, Ishikawa was a proud, strong man with unique abilities. History records have implied he manipulated bugs. However, Iwaga ninja know him best for his ability to make his body light enough to fly. Though he spoke in puns and rock jokes, Ishakawa took his Kage position seriously. The village he created has always been secure and strong. From the second she took office, Mei began to reform all the ruthless policies left by her predecessors.
While Yagura was the worst, more before him also took part in the violence. Considering she turned the entire village around after so many years of brutality, she deserves commendation for that alone. Despite her kind nature, it's still not best to cross her. A master of steam and lava, Mei is a dangerous foe for anyone to face. When Naruto started, Hiruzen was the elderly Hokage that the young Uzumaki admired and listened to.
A close friend of Tobirama and Hashirama, the village fell under his protection once both were gone. As Madara's Susanoo stabilises, A along with the other Kage stare in shock at the giant construct before being knocked down by a single swing from its sword.
Despite this, the Kage stand and face Madara once again. As the Mizukage remarked that situation looked grim for the Kage, A unceremoniously told her to shut up as he wasn't going to give up just yet. As Madara's attack failed to land due to his Susanoo de-materialising, A watched on as Madara is enveloped in a light of sorts.
Shocked to hear that the Impure World Reincarnation technique had been released, A and the other Kage discuss how such a feat was possible in the short time that they had begun searching for Kabuto and the Tsuchikage noted that regardless of who undid the technique, they were a hero to the shinobi world.
The Kage are then attacked by Madara in a desperate final attempt. After she fell unconscious, A and the other Kage rush to her aid when Madara tried to impale her with his Susanoo's sword but was surprised to see Tsunade dodge the attack. With Tsunade all-right, A questions why Madara didn't disappear since the technique had been cancelled.
Madara then revealed that he had broken the contract between himself and his summoner and as such was acting on his own with an immortal body. Despite their attempt to stop Madara from leaving their battlefield, A and the other Kage were ultimately defeated and left severely wounded.
Later, upon the arrival of Karin, Suigetsu and Orochimaru at the battlefield, Tsunade was healed by Karin. After being healed considerably, she in turn helped in healing A and the other Kage. With no time to lose, they all made their way to the battlefield atop Gaara's sand.
While closing in on the battlefield, they first see the Shinju and are informed by Katsuyu about the most recent developments before being contacted telepathically by Hashirama Senju who informed every one on the battlefield about what he had learned about the tree from his battle with Madara.
As Naruto's anger at the loss of the comrades he had fought so hard to protect grew, his emotions and memories were conveyed to everyone via Ino Yamanaka 's technique.
A would later view Hashirama's memories of the first Summit of the five Kage before arriving on the battlefield as Hashirama declared his wishes for the future of the world. Responding to Hashirama's mention of dreams, A noted that in their generation, the mention of preserving dreams was a moot point.
He later relocated to where B was where he contemplated that despite what he thought of it, those who would become Hokage had a proclivity for lowering their heads to others mulling over whether this in itself was a sign of power. In rallying the troops around him and his brother, A exclaimed that they better get ready to wreak havoc.
Though the Alliance is able to defeat Obito through the collaborative efforts, the battle takes a turn for the worst when Madara is revived via the Outer Path: Samsara of Heavenly Life Technique. Cloaked in his Lightning Release Armour, A was one of the few shinobi still able to fight. The Five Kage have an emergency meeting to discuss the threat of the moon nearing Earth and its catastrophic consequences. Kakashi believes that the moon approaching the earth and Hanabi being kidnapped by an otherworldly being are connected somehow, and surely enough, the five-man band is transported to the moon on their journey.
The Chakra Cannon would need to be charged a second time in order to destroy the moon and save the world. When Kakashi informs A that Naruto is on the moon fighting Toneri, he decides that the fate of humanity would have to be achieved at the cost of Naruto's sacrifice, and remains adamant on destroying the moon regardless.
Angry that A is acting brash and independent from the four kage's best wishes, Kakashi persuades A to wait one hour before he fires the cannon so that Naruto has a chance to defeat Toneri. After one hour elapsed, A orders the firing of the cannon, but B comically states "Yo!
I can't shoot Naruto! During a thunderstorm, A has a discussion with Mabui and Team Samui about the Box of Ultimate Bliss, a magical artifact that allegedly had the power to allow the Hidden Grass Village to once nearly take over the world. While plotting to cooperate with the Hidden Leaf Village to destroy the box, A notices a mysterious smoke-colored gas after the four other ninja in the room collapse. After A pretends to fall asleep from the gas, a hooded figure enters the room and rushes to assassinate A.
The assassin anticipates the real A to attack him by surprise and dodges A's attack from above, and watches the shadow clone of A disperse. In a chopsocky battle, A is able to destroy the hood, revealing that the mysterious assassin was none other than Naruto Uzumaki.
He realizes that the situation is dire, and warrants the summon of Killer B. He becomes part of a community of criminals in place of his incriminator and is treated as one. After Naruto is captured and used by Mui to activate the box, he declares that his wish is to resurrect his son Muku. When Muku emerged from the box, he was revealed to be possessed by the evil monster known as Satori. The monstrous avian was too swift and too mighty for Naruto and Gamabunta to handle, and Naruto's life becomes endangered when his summon is defeated by Satori.
The two kage had joined forces to destroy the box, and had planned for Naruto to find out about the box and hopefully destroy it. Despite A orchestrating all of this, he was not there fighting Satori, counting B on being a one-man army. Killer B then places the box in the ravaging ocean current near the prison so that it would never be opened again.
