Wonder if that is a tampered with card? A scammer could have scratched off and written down the number. Then wiped off some digits so you could not then use the card.

They can get replacements for the scratch off coating and recover it. It's then placed back on the hook in the store.

Then the scammer waits for the card to be sold and activated. They can then spend it as they already have the number and since the card is not readable, you can't spend it before them.
